State IncentivesBiodiesel Production Facility GrantsThe State Energy Office will administer moneys in the Green Energy Fund through a program of environmental incentive grants and loans for the development, promotion and support of energy efficiency programs and renewable or alternative energy technology in the State. The Technology Demonstration Program provides grants equal to 25% of the cost of a project which demonstrates the market potential of Renewable Energy Technology in Delaware, including biodiesel manufacturing facilities. Cash grants for biodiesel manufacturing facilities shall not exceed 25% of the project cost and no one project may receive more than $300,000. Jeffrey Allen State Laws and RegulationsGovernor's Energy Advisory CouncilThe Governor’s Energy Advisory Council was established to develop implementation plans for the recommendations provided in the Delaware Energy Task Force’s 2003 Delaware Energy Plan. The Plan addresses state energy goals including promoting production and use of bioenergy and clean alternative energy, and broadening the existing diversity and reducing the environmental impact of fuels, while meeting Delaware's transportation needs. Office of the Governor Alternative Fuel Tax ExemptionTaxes imposed on alternative fuels used in official vehicles for the U.S. or any governmental agency, including state agencies and volunteer fire and rescue companies, are waived. Additionally, alternative fuel retailers must obtain a fuel supplier's license from the state Department of Transportation, and operators or owners of vehicles using alternative fuel must obtain either a special fuel user's license from the Department of Transportation or pay the special fuel tax. (Reference Delaware Code Title 30, Chapter 51, Subchapter II) Utilities/Private IncentivesCompressed Natural Gas (CNG) Fuel Rate ReductionChesapeake Utilities has one publicly accessible quick-fill CNG vehicle refueling station in Dover. Schieferstein Propane Infrastructure Assistance and Fuel Rate ReductionSchagrinGAS provides propane tanks, pumps, and meters at no cost to customers on a case-by-case basis. SchagrinGAS offers propane fuel at a 10% discount to fleet vehicles operating on alternative fuel vehicles. Point of Contact
